የውሃ እና ኢነርጂ ሚኒስቴር ሚኒስትር ክቡር ዶ/ር ኢ/ር ሀብታሙ ኢተፋ በኢትዮጵያ የኔዘርላንድስ አምባሳደርና በአፍሪካ ህብረት፣ በኢጋድ እና ዩኔካ (UNECA) ቋሚ ተወካይ የሆኑትን ጃን ቤከር ዛሬ ከሰአት በኋላ በጽህፈት ቤታቸው ተቀብለው አስተናግደዋል።
ክቡር ሚኒስትሩና ክቡር አምባሳደሩ የተነጋገሩባቸው ሁለት ጉዳዮች በመጋቢት 2023 በኒውዮርክ በሚካሄደው የተባበሩት መንግስታት የውሃ-የኮንፈረንስ ላይ ኢትዮጵያ የምታቀርበው የድጋፍ ፍላጎትና በአኩዋፎርኦል (Aquaforall) (በውሃ ላይ የሚሰራ ለትርፍ ያልተቋቋመ ድርጅት) ባቀረበው የውሃ ፋይናንስ አሰራር ላይ ያተኮረ ነው።
የተባበሩት መንግስታት የውሃ-ኮንፈረንስን በተመለከተ ክቡር ሚኒስትሩ እንደገለጹት በሚኒስቴሩ የ10 ዓመታት እስትራቴጂክ እቅድ ውስጥ የተካተቱትን ቁልፍ የስራ አፈጻጸም አመልካቾችን መሰረት በማድረግ ኢትዮጵያ የገባችውን ቃል በመንግስታቱ ድርጅት የውሃ ኮንፈረንስ እንደምታቀርብ አመላክተዋል። ክቡር ሚቢስትሩ አክለዉ ሲገልጹ በሚቀጥሉት 10 ዓመታት በውሃ አቅርቦትና ሳኒቴሽን ፕሮጀክቶች ላይ የሚደረጉ ጥረቶች በኮንፈረንሱ እንደሚንፀባረቁ የገለጹ ሲሆን፤ በኮንፈረንሱ የአረንጓዴ ሌጋሲ ኢኒሼቲቭን ጨምሮ ዘላቂ የውሃ ሃብት አስተዳደርና ልማት ውጥኖች እንደሚነሱም ጠቁመዋል።
በሌላ በኩል የአኳፎርኦል ማኔጂንግ ዳይሬክተር የሆኑት ጆዚን ስሉጂስ ገለጻ የሰጡበት ርእሰ ጉዳይ በግል የፋይናንስ ተቋማት የውሃ እና ሳኒቴሽን ፕሮጄክቶችን በገንዘብ መደገፍ ላይ ትኩረት ያደረገ ሲሆን፤ በጉዳዩ ላይ ውይይት ከተደረገ በኋላ በቀረበው ሀሳብ ላይ ተወያይቶ የውሳኔ ሀሳብ የሚያቀርብ ከውሃና ኢነርጂ ሚኒስቴር የበላይ አመራሮችና እና ከኔዘርላንድስ ኢምባሲ የተውጣጣ ግብረ ሃይል ለማቋቋም መግባባት ላይ በመድረስ ስብሰባው ተጠናቋል፡፡
H.E. Dr.Ing. Habtamu Itefa, Minister of Water and Energy received H.E. Henk Jan Baker, Ambassador of the kingdom of the Netherlands to Ethiopia and permanent representative to the African Union and, IGAD and UNECA at his office this afternoon.
The discussion in which the two parties talked about focused on the pledge Ethiopia will propose during the Un-water conference that will be conducted on March 2023 in New York and a water financing scheme proposed by Aquaforall (a nonprofit organization working on water )
With respect to the UN-water conference, H.E. Dr.Ing. Habtamu Itefa underscored that Ethiopia will present its pledge in the UN-water Conference based on key performance indicators that are included in the 10 years strategic plan of the Ministry. H.E. Dr. Ing. Habtamu Itefa stated that efforts that will be exerted in the coming 10 years on water supply and sanitation programs will be reflected in the conference. He also pointed out that initiatives for sustainable water resource management will be addressed in the conference including, the green legacy initiative.
The other issue which was introduced by Josien Sluijis, Managing Director of Aquaforall, was in relation to financing water and sanitation projects by private financial institutions. After a brief discussion on the matter, It was agreed upon to establish a task force composed of senior MoWE officials and experts from the Embassy of the Kingdom of The Netherlands to deliberate on the scheme proposed.
