Required Qualifications/Competences

The following skills are essential for this work: 

Academic specialization: The project coordinator should have a minimum of BSc/MSc Degree in Water Resources Management/Water and Land Resource Management /Water Supply/ Hydraulic/ /Civil Engineering/Soil and Water Conservation or Management Engineering/field from a recognized university. Specialized postgraduate qualifications in water management, integrated water resources management, river basin management, sustainable development, or a related discipline can be beneficial.

Professional experience:  She/he should have relevant work/practical experience of at least 12/10 years or above general experience in the water related sector and with 5 years’ specific track record of successful coordination experience at coordination/Manager positions with donor funded Projects. Previous experience in managing water-related projects, especially those focused on IWRM principles. Experience working in national or regional projects, particularly in the field of water resources management and familiarity with project management methodologies and tools.

Skills: Strong project management skills, including planning, organizing, and executing projects within specified timeframes and budgets, excellent communication skills to coordinate with various stakeholders, including government agencies, NGOs, and community groups, knowledge of IWRM principles and practices, including water quality management, water  and land resources conservation, and stakeholder engagement and ability to analyze data and make informed decisions based on scientific evidence.

Policy and Regulatory Knowledge: Understanding of water-related policies, regulations, and frameworks at national, regional, and international levels is crucial for ensuring project compliance and alignment with existing guidelines.

Training Requirement: The project coordinator should have capacity to offer trainings.

Language: Fluency in both English and Amharic language in written and oral communications required.

Professional experience:The Specialist to be hired shall have both general and specific experience of 10/8 years or above experience in the water-sector with a high credit to experiences ininfrastructure development of design, construction, assessment, analysis and development of manuals and strategies for the sub-sector. Strong capability of communication on the subject matter.

 The projects done should be mentioned.

• Infrastructure Development: Proven experience in designing, implementing, and managing infrastructure projects related to water supply, flood management, soil conservation, and renewable energy deployment. Experience in working with rural communities, especially pastoralist and agro-pastoralist communities, would be beneficial.
• Hydrology and Water Management: Demonstrated expertise in hydrological assessments, basin information monitoring, and water resource management. Experience in developing and implementing strategies for water conservation and sustainable water use practices, would be beneficial.
• Renewable Energy: Hands-on experience in the installation and management of solar mini-grids or other renewable energy systems for off-grid communities. Knowledge of integrating renewable energy solutions into water supply and infrastructure projects, would be beneficial.
• Community Engagement: Strong interpersonal skills and experience in working with diverse communities, particularly in arid and semi-arid regions with low rainfall. Ability to engage and collaborate effectively with local stakeholders, including pastoralist and agro-pastoralist communities, would be beneficial.
• Project Management: Proficiency in project planning, budgeting, and monitoring to ensure timely and cost-effective delivery of infrastructure projects. Experience in risk management, stakeholder coordination, and reporting for infrastructure development initiatives, would be beneficial.

Additional Skills:

Technical Skills: Proficiency in relevant software tools for hydrological modeling, infrastructure design, and project management. Understanding of GIS (Geographic Information Systems) for spatial analysis and planning.

Sustainability Focus: Knowledge of sustainable practices in infrastructure development, including water harvesting techniques, eco-friendly construction methods, and climate-resilient design principles.

Regulatory Compliance: Understanding of local regulations, environmental guidelines, and permitting processes related to infrastructure development projects in arid and semi-arid regions.

Training Requirement: The specialist should have capacity to offer trainings if deemed necessary.

Language: Fluency in both English and Amharic language in written and oral communications required.

• The Off-grid specialist needs to have at least MSc degree in Power Engineering, Electrical engineering, Renewable Energy Technology, Energy Technology preferably with Off Grid technology specialization. 
• At least 7 years of relevant experience in designing and developing of off grid electrifications with demonstrated experience in planning, Coordination, and supervision of energy projects preferably off-grid Energy technologies and electrification.
• The experience should contain energy system design, Coordination, supervision and monitoring and evaluation. The expert should have exposure and experience with co-ordination of private and public stakeholders, different off-grid technologies, and be capable of developing high level plans and policy recommendations to guide project sustainability.
•  Expert should be familiar with RBF and targeted market development and/or end-user subsidies, for expanding PUE and household energy services. The expert should have proven training experience.

• MSc or MA in Renewable Energy Utilization and Management, Mini-grid development, or related fields
• At least 10 years Proven work experience out of this six years as a manager or director level in energy related fields
• Experience in giving of training and practical experience on renewable energy technologies, climate change  and environment
• Demonstrated ability to lead and work with teams by fostering cooperation to achieve objectives,
• Experience of working as Energy Analyst and project coordinator
• Experience on energy Strategy and policy document development
• Experience on environment and climate change projects
• Experience on donor financed and related energy projects
• Experience in working with the principles of AfDB
• Good knowledge of energy project development, especially in renewable energy
• Experience on organizing event and Team Work
• Excellent communication, interpersonal, leadership, coaching skills
• Works well in a team environment and with high level management teams
• High level of critical thinking and logical analysis
• Good organizational and time management skills
• Effective written and verbal communication skills of English language
• Initiative and creativity in solving problems, having a complete picture of the context and overview of the whole problem.
• Solid computer skills in MS-applications (Word, Excel, Outlook, PowerPoint, Internet, etc.)
• Able to work well under pressure and meet all deadlines
