The Federal Democratic Republic of Ethiopia has received financing from the Italian agency for development cooperation (AICS) toward the cost of Basin Scale Resilience Initiative for Ethiopia project and intends to apply part of the proceeds Consultancy Service for feasibility study, detail design, and Tender Document Preparation including Construction Supervision and Contract Administration at Oromia Region Babile Woreda Integrated Water Resources Development and Management components ( covering conducting existing boreholes functionality tests, new water source investigation & identification, new water supply systems for rural villages, sanitation and hygiene facilities, water harvesting structures, small-scale irrigation infrastructure, flood assessment & protection works ,watershed & buffer zone management and capacity building activities).

1. Description of Project Area: Babile Woreda is located in Oromia regional state, East Hararge zone at about 35 km away from Harar. It is located in roads towards east direction which is 18km is asphalt up to Erer and the remaining 12 km is all weathered gravel road. Geographically located in zone 38 X=198352m E; Y= 1018947m N and Z=1308m masl. The inhabitants are primarily agro pastoral and pastoral community.

2. Duration of the Assignment: The consulting service intended duration is for 20 Weeks.

3. Objective of the Assignment

The general objective of this service is for feasibility study, detail design, and tender document preparation including supervision and contract administration of Babile Woreda Integrated Water Resources Development and Management components within the BaSRINET Project.

4. Scope of Service

The scope of this service is identifications of water sources, feasibility study, detail design, and tender documents preparation including supervision and contract administration of the above-mentioned projects. All the activities shall be carried out as per the latest applicable & relevant codes and established practices such as Ministry of Water Resources Guidelines & manuals, Regional standards & Manuals and other standard manuals for the Preparation of feasibility study and detail design.

5. Selection Criteria of Consulting Firms

The Ministry of Water and Energy now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are:-Core business and years in business, qualification, and experience in the field of assignment, Technical and managerial capabilities of the firm.

key experts will not be evaluated at short-listing stage and, accordingly, CVs should not submitted.

Familiarity, Knowledge and experience in the region is an advantage.

The attention of interested Consultants is drawn to section III, paragraphs, 3.14, 3.16, and 3.17 of the World bank’s procurement regulations for IPF Borrowers (July 2016, revised November 2017, July 2018, November 2020, September 2023, February 2025). (“procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultancy firms  may associate with other firms  to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-Consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method as is set out in the procurement Regulation. Foreign firms shall have local partner in the form of association or joint venture unless and otherwise it cannot be eligible.

The Federal Democratic Republic of Ethiopia has received grant funding from the World Bank for the Ethiopia Electrification Program (ELEAP) and intends to apply part of the proceeds toward payments under the contract for the construction works of Phase 1 of the Energy Tower Building Project located in Addis Ababa.

The Ministry of Water and Energy (MoWE) now invites sealed bids from eligible and qualified local contractors classified as GC-I/BC-I, with a valid license renewed for the year 2018 E.C, and who possess the following documentation: a copy of their renewed trade licenses, VAT certificate, Tax clearance, TIN certificate and Registration in FPPA supplier.

1. Project Description and Timeline

The scope involves the construction of Phase 1 (2 Basements + Ground + 3 Floors + Roof Slab of the 3rd Floor) of the overall 2B+G+22 office tower, meeting halls, and related facilities. The construction duration is 540 calendar days from the commencement date.

2. Bidder Qualification Requirements
   1. Bidders must submit documentary evidence demonstrating they meet similar project experience executed within the past 10 years. Evidence must include client names, contract types, and values.
   2. The project must be at least 70% completed and the bidder shall provide copies of the final approved payment certificate. The Bidder must submit successful or substantial completion testimonials and certificates from the project employers.
   3. Submit audited financial statements for the last five (5) years filed with the Ministry of Revenue.          
   4.  Demonstrate access to liquid assets, unconditional lines of credit, or other financial resources (excluding advance payments), sufficient to cover the construction work cash flow.
3. Bidding will be conducted through the National Competitive Bidding (NCB) procedures as specified in the Federal Public Procurement directive 2017 and is open to all eligible bidders.

4. Interested eligible bidders may obtain further information from Ministry of Water and Energy and inspect the bidding documents during office hour 8:30 AM to 5:30 PM local time from to the address given below.

5. The Government of Ethiopia has received financing from the World Bank toward the cost of the Ethiopia Flood Management Project (E-
FMP) and intends to apply part of the proceeds for consulting services.
GENERAL OBJECTIVES: - The main objective of the E&S Implementation Performance Audit is to:
• Evaluate the implementation and effectiveness of environmental and social mitigation measures outlined in the ESF instruments
of the project including site specific instruments such as ESIAs and ESMPs and the Dredging Management Plan (DMP).
• Assess the project's compliance with national environmental laws and World Bank Environmental and Social Standards (ESS).
• Identify any unforeseen environmental or social impacts that may have arisen during implementation.
• Recommend corrective actions and E&S capacity strengthening and improvement measures to ensure continued environmental
and social compliance and sustainability.
SPECIFIC OBJECTIVES:
 identify cases of compliance, partial or non-compliance in terms of institutional set up and safeguard compliance performance
of ET-FMP
 to recommend appropriate corrective actions if cases of non or partial compliance are identified and justifies appropriate
measures and actions to mitigate the areas of concern, estimates the cost of the measures and actions, and recommends a
schedule for implementing them; and
 To make recommendations for strengthening the institutional systems for the preparation, implementation and monitoring of
safeguard instruments. Based on audit findings, gap-filling and enhancement measures with agreed action plans will be
recommended for the project going forward.
SCOPE OF SERVICES: The audit will focus on the implementation of safeguard compliance in the three priority basins (Awash, Omo
and Rift Valley Lakes) and all flood reduction investment projects. In line with the scope of the 1st environmental and social audit of
ET-FMP, the audit will cover 10 key components of consultancy service which are described in detail on the terms of reference.

The Ministry of Water and Energy now invites sealed Bids from eligible Bidders for the Procurement of Lot-1: 6 Hybrid Vehicles and Lot-2: 8 Motor Cycles to deliver to Ministry of Water and Energy head office, Addis Ababa within 120 days delivery period and the purchaser will grant not margin of preference.
