Invitation for Bids [IFB]

1. The Federal Democratic Republic of Ethiopia has received financing from the Italian Agency for Development Cooperation (AICS), toward the cost of the Improvement of Sanitation Facility Program in six towns of Ethiopia. and intends to apply part of the proceeds toward payments under the contract for Procurement of 9 Vacuum Trucks with Capacity of 8m3 to delivery MOWE Office, Addis Ababa within 120 days delivery period.

2. The Ministry of Water and Energy now invites sealed Bids from eligible Bidders for the procurement of 9 Vacuum Trucks with Capacity of 8m3.
3. Bidding will be conducted through the Open Competitive Bidding (International) (ICB) method as specified in the World Bank’s Procurement Framework Procurement Policy and is open to all eligible bidders as defined in the Procurement Framework.
4. 7. Bids must be delivered to the address below on or before June 19, 2026, Time 10:00 am. Electronic bidding will not be permitted. Late bids will be rejected. 8. Bid shall be valid for a period of 120 days after the bid submission deadline.

1. The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Ethiopian Flood Management Project (E-FMP), and intends to apply part of the proceeds toward payments under the contracts for the Procurement of Structural Works for Community Mobility Improvement, Water Access to Riverside Farmland, & Flood Protection Works in the Upper Awash under Various Lots.
2. The Ministry of Water and Energy now invites sealed Bids from eligible Bidders for Structural Works for Community Mobility Improvement, Water Access to Riverside Farmland, & Flood Protection Works in the Upper Awash under Various Lots within the Oromia Region under Flood Protection area, within the intended completion period of 240 days and the ministry will not grant margin of preference. The detailed description of each lot is described in the table below:

The required Minimum Average Annual Turnover of ETB 600,000,000.00 for Lot I, and ETB 400,000,000.00 for Lot II, calculated as average of total certified payments received for contracts in Progress and/or completed within the last five years. In addition, Bidders may not associate/Joint Venture (JV) with other bidders to enhance their qualifications.

3. Bidders may Bid for one or several contracts, as further defined in the bidding document.
4. Bidding will be conducted through the National competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”, July 1, 2016, updated in November 2020, September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

The Federal Democratic Republic of Ethiopia has secured a grant fund from Danish Government for Service Delivery Support to Rural and Climate Resilient WASH under OWNP, CWA II and allocated budget for towards the cost of Climate Resilient WaSH under OWNP, CWA-II Project, and intends to apply part of the budget toward payments under the contract for the Procurement of Office Equipment for 23 Utility Offices under the Climate Resilient Multi-Village Water Supply Projects. The Ministry of Water and Energy, now invites sealed bids from eligible bidders for the Procurement of the above referred goods.

1. Bidders shall furnish documentary evidence that it meets the following requirement(s):

• The Bidder has successfully completed at least [insert required number of contracts] 1 (One) similar contract in the last 5 Years with a contract amount of ETB 15,000,000.00 (Fifteen Million Birr).
• Audited financial statements of the bidder for the last 5 (Five) years to confirm a minimum peak annual turnover of ETB 32,000,000.00[insert additional criterion] (Thirty-Two Million).

2. Bidding will be conducted through the National Competitive Bidding procedures as specified in     the Federal Public Procurement directive 1073/2025 and is open to all eligible bidders.

3. Bidders are required to attach with their application, a copy of their renewed trade licenses, VAT certificate, Tax clearance, TIN certificate and (Registration in FPPA supplier list for local bidders).

Mid-term Review of Borana - Resilient Water Development for Livelihoods Program Phase I & II

The Government of Federal Democratic Republic of Ethiopia has received grant finance from African Development Bank) towards the cost of Boran Resilient Water Development for Livelihoods Program Phase II and intends to apply part of the agreed amount for this grant to payments under the contract for consultancy service to undertake mid-term revie of the project. The  objective of the project is to increase access to climate-resilient, gender-sensitive, integrated, and sustainable water supply and sanitation services for communities and livestock in the dryland pastoral areas of Borana, helping to reduce hardship from recurrent droughts and water scarcity.

The Mid-Term Review of the  of the project assess the overall performances and progress toward achievement of the objective and expected results of the programs and identify challenges the program is facing un the two phases then provide direction and adjustments needed in the remaining programs implementation period. This review will also critically examine and assess the relevance, effectiveness, and efficiency of the respective program implementing Manuals (PIMs) in guiding the implementation of the programs.  

The MTR is a critical management and accountability tool and the assignment that will:

• Assess progress towards the development objectives of both Phase I and the proposed Phase II as per the Results Framework;
• Provide an evidence-based analysis of performance and identify constraints, risks, and mitigation effectiveness.
• Evaluate implementation performance (technical, financial, procurement, safeguards, governance);
• Generate actionable recommendations to enhance implementation efficiency, effectiveness, and long-term sustainability.
• Specifically review the adequacy and implementation fidelity of the Program Implementation Manuals (PIMs) for both phases.
• Inform strategic decision-making for the remainder of the program and provide lessons for future similar operations in Ethiopia and the region.

Scope of the service:

The MTR will cover the period from program effectiveness to the date. The scope is divided into four distinct but related parts:

Part A: Review of BRWDILP – Phase I (BRWDILP I)

Part B: Review of BRWDILP – Phase II (BRWDILP II)

Part C: Review of Water Quality 

Part D: Review of Program Implementation Manuals (PIM I and PIM II)

Duration of the Service

The total duration of the assignment is 75 calendar days (2.5 months).

The Ministry of Water and Energy now invites eligible consulting firms (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. They should provide a list of  brochures of previous assignments undertaken; describe similar assignments undertaken in the past; indicate experience in similar conditions/Sub-Saharan Africa; and a list of appropriate key experts/staff with skills and experience for the assignment). Consultants may associate with other firms in the form of a Joint Venture (JV) or a sub-consultancy to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy for Bank Group Funded Operations dated October 2015which is available on the Bank’s website at http://www.afdb.org.
