1. The Ministry of Water and Energy now invites sealed Bids from eligible Bidders for the Procurement of electronic equipment and fixtures to deliver to Ministry of Water and Energy head office, Addis Ababa within 30 days delivery period and the purchaser will grant not margin of preference.
2. Bidding will be conducted through the National Competitive Bidding procedures as specified in the Federal Public Procurement directive 2025 and open to all eligible bidders.

GENERAL OBJECTIVES:-The overall objective of this project is to Integrated Advanced Project Management System, Contract Management System & OCR-Based Digitalization, AI-Powered Digital Archiving System and Advanced National KPI Management and Data Analytics System (ANKMDAS). The principal objective of the intended scope of work is to improve the Ministry’s capacity to manage complex projects, administer contracts, preserve institutional knowledge, and monitor performance through the design, development, and implementation of four integrated digital platforms.

SPECIFIC OBJECTIVES: to carry out the following specific activities

• Advanced Project Management System (APMS)
• OCR-Based Digitalization and Contract Management System (ODCMS)
• AI-Powered Digital Archiving System (AIDAS)
• Advanced National KPI Management and Data Analytics System (ANKMDAS)

SCOPE OF SERVICES: The scope of the service is limited to delivering a comprehensive, end-to-end solution consisting of four fully integrated and interoperable digital systems: APMS, ODCMS, AIDAS, and ANKMDAS. These systems are expected to serve as a unified digital backbone for the Ministry, supporting more efficient project management, institutional memory, contract oversight, and strategic performance tracking. The firm will be expected to cover the full life cycle of the assignment from analysis and design to deployment, training, and support ensuring sustainability, user adoption, and long-term value for the Ministry and its stakeholders.

DURATION: implementation period of 210 Calendar days from the end of January 2026.

THE SHORTLISTING CRITERIA ARE:

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 updated in November 2020. Procurement will also comply with “Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants” revised as of July 1, 2016.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations.

1. The Federal Government of Ethiopia- has received financing from the World Bank toward the cost of the Ethiopia Flood Management Project (EFMP) and intends to apply part of the proceeds toward payments under the contract for the Procurement of hydrological telemeter devices for 100 observing hydrological stations and installation of equipment. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

The Ministry of Water and Energy now invites sealed bids from eligible Bidders for supply and installation of hydrological telemeter devices for 100 observing hydrological stations, in different places for Effective Monitoring of hydrological data over basin as per the followings description of Goods.

The Bidding Document requires bidders to have specific experience which includes the following:

Financial Capability: The Bidder shall submit audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Purchaser, for the last recent three (3) years prior to bid submission deadline, demonstrating the current soundness of the Bidder’s financial position. For a joint venture, this requirement shall be met by each member;

Specific Experience: The Bidder shall demonstrate that it has successfully completed at least one (1) contract within the last recent five years prior to bid submission deadline, with a value of 1.3 million USD that have been successfully and substantially completed and that are similar in nature and complexity to the Goods and Related Services under the Contract. For a joint venture, this requirement may be met by all members combined.

3. Bidding will be conducted using the International Competitive procurement  using a Request for Bids (RFB)  as specified in the World Bank’s “Procurement Regulations for IPF Borrowers : Procurement under IBRD Loans and IDA Credits, edition  as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”  World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 updated in November 2020.  Undertake extensive legal research and analysis; handle a range of multi-disciplinary complex legal matters including interpretation and application of various legal instruments in the relevant area of concentration to facilitate the provision of quality legal services.

 Review legal documents, identify and analyze important issues, presenting findings and recommendations for internal review to contribute to the decision-making process,

 Prepare or assist in preparation of legal opinions or advice on a wide range of legal issues background papers, studies, memoranda, reports and other legal documents.

 Negotiate and prepare agreements and contracts with public and private entities and assisting with contractual interpretation and dispute resolution activities.  Identify potential liabilities, particularly vis-à-vis third parties, and assist in the management of risks in the ministry's activities to facilitate well-informed decisions.

 Participate in negotiations and settlement of claims and disputes with public and private entities. Prepare and assess briefs of evidence to contribute to legal analysis and solutions.

 Assist in providing legal advice on all aspects in all law in general and construction law in particular.

 Maintain organized records of all legal documents and correspondence.

 Assist in providing legal advice on a full range of issues regarding the interpretation and application of contractual agreement on the legal framework.

 Assist senior Legal Officers in servicing committees, task forces, expert working groups and other bodies with legal advice and preparation/review of legal documents to contribute to the strict implementation of laws.

3. Duration of the Services and Contract: 1Year with the understanding that the contract will be renewed every year based on evaluation of performance.

4. The Ministry of Water and Energy now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

5. The short-listing criterions are: i. Core business and years in business ii. iii. Qualification & Relevant Experience of the firm in the field of assignment (Specific Experience) and Organizational, managerial and technical capabilities of the firm.

6. A Consultant shall not associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

7. A Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Public Procurement Agency Consultant Guidelines.

The Federal Democratic Republic of Ethiopia has received financing from the Italian Agency for Development

Cooperation (AICS) toward the cost of the Basin Scale Resilience Initiative for Ethiopia Project, and intends to apply

part of the proceeds toward payments under the contract for the Procurement of:

 Lot-1: Procurement of Nursery tools, consumable inputs, Farm tools & different types of seeds for Wabi –Shebelle basin.

Lot-2: Procurement of Nursery tools, consumable inputs, Farm tools & different types of seeds for Awash basin.

1. The Ministry of Water and Energy now invites sealed Bids from eligible Bidders for the Procurement of Nursery tools, consumable inputs, Farm tools & different types of seeds to deliver to Ministry of Water and Energy head office, Addis Ababa within 20 days delivery period and the purchaser will grant not margin of preference.

2. Bidding will be conducted through National competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” procurement regulations for IPF Borrowers (July 2016, revised November 2017, July 2018, November 2020, September 2023, February 2025), and is open to all eligible Bidders as defined in the Procurement Regulations. 

3. Interested eligible Bidders may obtain further information from Ministry of Water and Energy  Mr Molla Reda, National Project Coordinator e-mail : procurement@mowe.gov.et and inspect the bidding document during office hours 8:30 a.m. 12:00 noon in the morning and 10:00 A.M. to 5:00 p.m. in the afternoon at the address given below.

4. Bidders are required to attach with their application, a copy of their renewed trade licenses, VAT certificate, Tax clearance TIN certificate, and (Registration in FPPA new supplier list for local bidders)

5. A complete set of bidding documents in English language will be available and can be     downloaded from Ministry web page using the following link free of cost: https://www.mowe.gov.et/en/resource_types/procurement-files- Bidders are required to register in person at the following address before downloading the document and submitting their bids.

6. Replies to clarifications requested by bidders will not be emailed directly to bidders. All responses to clarifications will be posted in the above link on the Ministry website and bidders are solely responsible for monitoring the website during the bidding process for all clarifications/amendments with respect to this IFB.

7. Bids must be delivered to the address below on or before December 22, 2025, Time 10:00 A.M. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ or representatives and anyone who chooses to attend at the address below on December 22, 2025, Time 10:30 .A.M.

8. All bids shall be accompanied by a Bid Security of ETB 19,000.00(Nineteen Thousand birr only) Lot-1& ETB 17,000.00(Seventeen thousand birr only) for Lot-2, in the form of an Unconditional Bank Guarantee or Cash Payment Order (CPO) to the Ministry of Water and Energy, and shall remain valid for 118 (one hundred eighteen) days. For the Bank Guarantee, the bidder must use the bank guarantee form included in Section IV (Bid Form) of the bidding document.

9. Bid shall be valid for a period of 90 days after the Bid Submission deadline.

10. Ministry of Water and Energy reserves the right to reject all or part of the bid.
