- The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Ethiopian Flood Management Project (E-FMP), and intends to apply part of the proceeds toward payments under the contracts for the Procurement of Structural Works for Community Mobility Improvement, Water Access to Riverside Farmland, & Flood Protection Works in the Upper Awash under Various Lots.
- The Ministry of Water and Energy now invites sealed Bids from eligible Bidders for Structural Works for Community Mobility Improvement, Water Access to Riverside Farmland, & Flood Protection Works in the Upper Awash under Various Lots within the Oromia Region under Flood Protection area, within the intended completion period of 240 days and the ministry will not grant margin of preference. The detailed description of each lot is described in the table below:

The required Minimum Average Annual Turnover of ETB 600,000,000.00 for Lot I, and ETB 400,000,000.00 for Lot II, calculated as average of total certified payments received for contracts in Progress and/or completed within the last five years. In addition, Bidders may not associate/Joint Venture (JV) with other bidders to enhance their qualifications.
- Bidders may Bid for one or several contracts, as further defined in the bidding document.
- Bidding will be conducted through the National competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”, July 1, 2016, updated in November 2020, September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

- The bidding documents in English language will be available and can be downloaded from Ministry web page using the following link free of cost: https://mowe.gov.et/en/resource_types/procurement-files- Bidders are required to register in person at the address below before downloading the document and submitting their bids.
- Bids must be delivered to the address below on or before July 08, 2026, Time 2:00 P.M. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ or representatives and anyone who chooses to attend at the address below on July 08, 2026, Time 2:30 P.M.
- All bids shall be accompanied by a Bid Security of ETB 7,700,000.00 for Lot I, and ETB 4,500,000.00 for Lot II in the form of an Unconditional Bank Guarantee or CPO to the Ministry of Water and Energy, and shall remain valid for 118 (One Hundred eighteen) days.
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
- Ministry of Water and Energy reserves the right to reject all or part of the bid.

Name of Project: One WaSH National Programme-CR WaSH Project.
Contract Title: Procurement of Office Equipment for 23 Utility Offices under the Climate Resilient Multi-Village Water Supply Projects.

The Federal Democratic Republic of Ethiopia has secured a grant fund from Danish Government for Service Delivery Support to Rural and Climate Resilient WASH under OWNP, CWA II and allocated budget for towards the cost of Climate Resilient WaSH under OWNP, CWA-II Project, and intends to apply part of the budget toward payments under the contract for the Procurement of Office Equipment for 23 Utility Offices under the Climate Resilient Multi-Village Water Supply Projects. The Ministry of Water and Energy, now invites sealed bids from eligible bidders for the Procurement of the above referred goods.
1. Bidders shall furnish documentary evidence that it meets the following requirement(s):
- The Bidder has successfully completed at least [insert required number of contracts] 1 (One) similar contract in the last 5 Years with a contract amount of ETB 15,000,000.00 (Fifteen Million Birr).
- Audited financial statements of the bidder for the last 5 (Five) years to confirm a minimum peak annual turnover of ETB 32,000,000.00[insert additional criterion] (Thirty-Two Million).
2. Bidding will be conducted through the National Competitive Bidding procedures as specified in the Federal Public Procurement directive 1073/2025 and is open to all eligible bidders.
3. Bidders are required to attach with their application, a copy of their renewed trade licenses, VAT certificate, Tax clearance, TIN certificate and (Registration in FPPA supplier list for local bidders).
4. Interested eligible bidders may obtain further information from Ministry of Water and Energy during office hour from 8:30 AM to 5:30 PM local time at the address given below.
5. A complete set of bidding document in English by interested eligible bidders can be obtained free of charge from the Ministry’s Website https://www.mowe.gov.et/en/tenders and bidders shall also get registered at the address below.
6. All bids shall be accompanied by a Bid Security of ETB 250,000.00 (Two Hundred Fifty thousand Birr) in the form of Unconditional Bank Guarantee or CPO to Ministry of Water and Energy, and shall remain valid for 73 (Seventy-Three) days. For Bank Guarantee the bidder must use the bank guarantee form included in section IV (Bid Form) of the bidding Document.
7. The dead line for bid submission shall be in July 07, 2026 at 10:00 A.M. and opened on the same day, July 07, 2026 at 10:30 A.M. in the presence of bidders’ representatives.
8. Bid shall be valid for period of 45 days after Bid Submission deadline.

Name of Project:-National Child Mini grid Project of Ethiopia under the Africa Minigrids Program
Contract Title: - Work Design, Supply, Installation, Construction, Distribution, Connection,
Testing, Commissioning, Training, and one-year (12) Months of Operation
and Maintenance (O&M) of Solar PV Mini-Grid Systems.Reference No: - MoWE- Gov- work-AMP-001/2018
This Project is implemented under the African Mini-Grids Program (AMP), a regional
initiative aimed at expanding access to clean energy through scalable and financially
sustainable renewable energy mini-grid solutions across Africa. In Ethiopia, the Project is
implemented by the Ministry of Water and Energy (MoWE) in collaboration with UNDP and
financed by the Global Environment Facility (GEF).
In line with Ethiopia’s National Electrification Program (NEP 2.0), the Project supports the
development and demonstration of renewable energy mini-grids using cooperative-led
delivery models. The pilot activities are intended to generate practical experience and
evidence on mini-grid development, operation, tariff structures, productive use, digital
solutions, and customer engagement.
The Project further aims to demonstrate the technical, operational, and financial viability of
cooperative-led mini-grid approaches and support future policy development, investment
planning, private sector participation, and scaling of decentralized renewable energy solutions
in Ethiopia.
1. Project Description and Timeline
Accordingly, the Project includes the Design, Procurement, Installation, Testing, and
Commissioning of Solar PV Mini-Grid Systems and Associated Productive-Use Appliances
for the Selected Demonstration Sites listed below:
- Lot one - Fudus on the Tigray Region
- Lot Two - Harey on the Somali Region
- Lot Three - Serba on the Oromia Region
The contract implementation period for each Lot shall be 300 calendar days from the
commencement date.2. Bidder Qualification Requirements
a. Bidders must submit documentary evidence demonstrating they meet similar project
experience executed within the past 5 years. Evidence must include client names,
contract types, and values.
b. The project must be at least 70% completed and the bidder shall provide copies of
the final approved payment certificate. The Bidder must submit successful or
substantial completion testimonials and certificates from the project employers.
c. Submit audited financial statements for the last five (5) years filed with the Ministry
of Revenue.
d. Demonstrate access to liquid assets, unconditional lines of credit, or other financial
resources (excluding advance payments), sufficient to cover the construction work
cash flow.
3. Bidding will be conducted through the International Competitive Bidding (ICB)
procedures as specified in the Federal Public Procurement directive 2017 and is open
to all eligible bidders.
4. Interested eligible bidders may obtain further information from Ministry of Water and
Energy and inspect the bidding documents during office hour 8:30 AM to 5:30 PM
local time from to the address given below.
5. Interested Bidder may also obtain full bid document from the Ministry web site on the
link: https:/www.mowe.gov.et/en/resource_types/procurement-files or at the address
below during the working hours mentioned above. If the bidders decide to bid and
download the document, they must register at the office at the address below.
6. Bidders shall furnish bid security in the form of CPO or unconditional and
irrevocable bank guarantee with an amount of Birr 2,000,000.00 (Two Million Birr
only) or Bid Security Declaration in the name of FDRE Ministry of Water and
Energy, and shall remain valid for 148 (One Hundred twenty eight) days.
7. The dead line for bid submission shall be in July 31, 2026 at 10:00 AM and opened
on the same day, July 31, 2026 at 10:30 AM in the presence of bidders’
representatives.
8. Bid shall be valid for period of 128 days after Bid Submission deadline.
9. Ministry of Water and Energy reserves the right to reject all or part of the bid.

Assignment Title: Selection and Employment of Consulting Firm for National Biogas Technical

The Federal Democratic Republic of Ethiopia Ministry of Water and Energy has received
financing from the World Bank under the Carbon Finance Component and intends to apply part
of the proceeds toward consulting services for conducting a National Biogas Technical
Feasibility Study …
Objective of the Assignment
The objective of the assignment is to assess and quantify Ethiopia’s technical biogas potential
and develop an evidence-based, investment-ready national feasibility study and policy
framework to support future biogas development and scale-up.
The study will:
Assess household, commercial, and institutional biogas potential across Ethiopia;
Estimate biogas production and greenhouse gas reduction potential;
Identify regional gaps and investment opportunities;
Propose Smart Village pilot locations and implementation pathways; and
Provide recommendations to support policy, financing, and future program
implementation.
Scope of the Assignment
The consulting firm shall conduct the study across all 12 regional states and 2 city
administrations of Ethiopia.
The scope includes:
Household biogas assessment based on feedstock availability, socio-economic conditions,
and demand potential;
Commercial biogas assessment focusing on major organic waste generators; Institutional biogas assessment covering public and private institutions;
National and regional gap analysis and prioritization of investment opportunities;
Smart Village assessment for integrated biogas development pilots; and
Stakeholder mapping and engagement analysis to strengthen sector coordination and
implementation.
Duration of Assignment
The assignment duration shall be four (4) months,
Eligibility and Selection
Interested consulting firms shall provide information demonstrating their qualifications and
relevant experience to perform the assignment.
Shortlisting criteria include:
Core business and years of operation;
Relevant experience in similar assignments; and
Organizational, managerial, and technical capability.
Consultants may associate with other firms in the form of a joint venture or sub-consultancy to
enhance their qualifications.
Selection will be carried out in accordance with the Quality and Cost-Based Selection (QCBS)
method under the World Bank Procurement Regulations.
Expressions of Interest must be submitted in writing on or before 08 July 2026 at 10:00 AM
(Ethiopian Time).
