1. The Government of the Federal Democratic Republic of Ethiopia (FDRE) has received financing from the World
Bank towards the cost of implementation of the Water Supply, Sanitation, and Hygiene project and intends to
apply part of the proceeds toward payments under the contract for Procurement of Laptop Computers, Heavy Duty
Photo Copy Machine, Color Printer, LCD and External Hard disk. For this contract, the Borrower shall process the
payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines
for Investment Project Financing.
2. The Ministry of Water and Energy now invites sealed Bids from eligible Bidders for the Procurement of Laptop
Computers, Heavy Duty Photo Copy Machine, Color Printer, LCD and External Hard disk.
3. Qualification Requirements: In Addition to the requirements listed below, the bidders are encouraged to read and
respond to the exhaustive list of post qualification requirements specified in the RFB Section III.
(a) Financial Capability: The Bidder shall submit audited financial statements of five years (2012 E.C to 2016
E.C) prior to bid submission deadline, demonstrating the current soundness of the Bidder’s financial position.
(b) Specific Experience: The Bidder shall demonstrate that it has successfully completed at least one contracts
within the last Five years (2012 EFY to 2016 EFY) prior to bid submission deadline, one contract with a
value of at least 18 Million ETB (eighteen million ETB) or 2 (Two) contracts each with a value of at least 9
Million nine million ETB) that have been successfully and substantially completed and that are similar in
nature and complexity to the Goods and Related Services under the Contract.
4. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified
in the World Bank’s "Procurement Regulations for IPF Borrowers" (July, 2016; revised November, 2017; and July,
2018; November 2020, Sept. 2023 and Feb. 2025 "Procurement Regulations"), which can be found at the following
website: worldbank.org. The bid is open to all eligible bidders as defined in the procurement regulations.
5. Interested eligible bidders may obtain further information from the Ministry of Water and Energy's One WaSH
National Program, CWA-II Procurement Management Team in the 1st floor Room No. 112 during office hours
from 8:30 a.m. to 12:30 p.m. in the morning and 1:30 p.m. to 4:30 p.m. in the afternoon.
6. The English version of scanned bidding document can be obtained free of charge by downloading it from the
Ministry's website at https://www.mowe.gov.et/en/resource_types/procurement-files- . Please note that you are
required to register in person at the address specified in item 10 of this invitation.
7. Bids must be delivered to the address below on or before June 30, 2025 at 10:00 A.M. Electronic Bidding will not
be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes
marked “Copy”. Bids will be publicly opened in the presence of the Bidders’ designated representatives and
anyone who chooses to attend, at the address below on June 30, 2025 at 10:30 A.M.
8. All Bids must be accompanied by a Bid Security of ETB 182,500.00 (One Hundred Eighty Two Thousand Five
Hundred Birr) or an equivalent amount in a freely convertible currency in the form of Unconditional Bank
Guarantee or CPO in the name of the Ministry of Water and Energy. The bid security shall be valid for twenty-
eight days (28) beyond the end of the validity period of the bid. The client reserves the right to accept or reject the
bid partially or totally.
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the
successful bidder’s beneficial Ownership Disclosure Form as included in the bidding document.
